Notice of Disciplinary Sanction for Students Involved in Unauthorized Driving Without a License

我校 4 名留学生去年 12 月至今，因无证驾驶机动车，被公安交管部门依法作出行政处罚。上述学生行为违反《中华人民共和国道路交通安全法》，同时违反校纪校规，在校园及社会上造成不良影响。为严肃校纪，教育本人，警示全体学生，现将有关处理决定通知如下：Four international students of our university have received administrative penalties from public security trafficcontrol authorities for driving motor vehicles without valid Chinese driving licenses since December last year. Their acts have violated the Road Traffic Safety Law of the People’s Republic of China as well as university rules and regulations， exerting an adverse impact on campus and in society. To enforce disciplinary rules， educate the students concerned and warn all other students， the disciplinary decisions are hereby notified as follows：

一、违纪事实Facts of Disciplinary Violations

1. JADOON SAID LUQMAN ABDALLAH，学号：2026L50042，于 2025 年 12 月 6 日无证驾驶机动车，被交管部门查获并给予行政处罚。JADOON SAID LUQMAN ABDALLAH， Student ID No. 2026L50042， drove a motor vehicle without a license on December 6， 2025， and was apprehended and given an administrative penalty by trafficcontrol authorities.

2. TALHA，学号：2024L50067，于 2026 年 1 月 13 日无证驾驶机动车，被交管部门查获并给予行政处罚。TALHA， Student ID No. 2024L50067， drove a motor vehicle without a license on January 13， 2026， and was apprehended and given an administrative penalty by trafficcontrol authorities.

3. SADA BAHAR，学号：2024L50061，于 2026 年 3 月 18 日无证驾驶机动车，被交管部门查获并给予行政处罚。SADA BAHAR， Student ID No. 2024L50061， drove a motor vehicle without a license on March 18， 2026， and was apprehended and given an administrative penalty by trafficcontrol authorities.

4. KHAN SHEHBAZ，学号：2021L50092，于 2026 年 5 月 8 日无证驾驶机动车，被交管部门查获并给予行政处罚。KHAN SHEHBAZ， Student ID No. 2021L50092， drove a motor vehicle without a license on May 8， 2026， and was apprehended and given an administrative penalty by trafficcontrol authorities.

以上 4 名学生均无有效中国机动车驾驶证，擅自驾驶机动车上路行驶，公安机关已对其作出罚款至拘留等治安行政处罚。该行为严重危害公共交通安全，性质恶劣。此前学院已发布《关于严格遵守中国道路交通安全法规的通知》，对全体留学生开展交通安全警示教育，上述学生置法律与学校管理要求于不顾，发生违法驾驶行为。None of the four students held valid Chinese motorvehicle driving licenses when they drove on public roads. Publicsecurity authorities have imposed publicsecurity administrative penalties ranging from fines to detention on them. Such conduct seriously endangers public traffic safety and is of an egregious nature. The School previously issued the Notice on Strict Compliance with Chinese Road Traffic Safety Laws and Regulations to carry out trafficsafety warning education for all international students. Disregarding national laws and university administrative requirements， the abovementioned students committed illegal driving acts.

二、处理决定 Disciplinary Decisions

经学院研究，依据《长江大学学生违纪处分办法》第十六条和第二十一条，给予上述 4 名学生记过处分。

Upon deliberation by the School and in accordance with Articles 16 and 21 of the Measures for Disciplinary Penalties for Students of Yangtze University， the abovementioned four students are given the disciplinary sanction of Demerit.

自本处分下达之日起，以上学生如再次发生违反中国法律法规或学校规章制度的行为，学校将依据校规予以开除学籍处理，并将相关情况上报出入境管理部门，由主管部门依法处置其来华居留许可及离境相关事宜。Upon the issuance of this disciplinary sanction， should any of the abovementioned students again violate Chinese laws， regulations or university rules， the university shall impose the sanction of expulsion from school in accordance with university regulations. Relevant information will be reported to the exitentry administrative authority， which shall handle matters concerning their Chinese residence permits and departure from China in accordance with law.

三、纪律重申Reaffirmation of Disciplinary Requirements

无证驾驶机动车属于中国法律明确禁止的违法行为，极易引发交通事故，严重威胁本人及他人生命财产安全。学校严正重申：全体来华留学生必须认真学习并严格遵守中华人民共和国各项法律法规，自觉服从学校管理规定，坚决杜绝无证驾驶摩托车、汽车等各类机动车。Driving a motor vehicle without a license is an illegal act explicitly prohibited under Chinese law. It may easily lead to traffic accidents and poses a grave threat to personal and property safety of oneself and others. The university solemnly reaffirms： all international students in China shall earnestly study and strictly abide by laws and regulations of the People’s Republic of China， voluntarily comply with university administrative rules， and resolutely refrain from driving any motor vehicles including motorcycles and cars without valid licenses.

今后，凡查实我校留学生存在无证驾驶、酒驾、驾驶无牌无证机动车等交通违法行为，学校将根据公安交管部门处理结果从重处理；情节严重的，给予开除学籍处分。希望全体留学生引以为戒，敬畏法律，严守校纪，牢固树立交通安全意识。Going forward， once any international student of our university is verified to have committed trafficrelated illegal acts such as unlicensed driving， drunk driving or driving unregistered motor vehicles， the university will impose severe disciplinary sanctions based on the handling results from publicsecurity trafficcontrol authorities. Expulsion from school will be applied for serious cases. All international students shall draw a lesson from this case， respect the law， strictly observe university disciplines， and firmly establish awareness of traffic safety
